Continence Products Subsidy Scheme (CPSS)
The Continence Products Subsidy Scheme (CPSS) is a product subsidy scheme in Western Australia which aims to assist with meeting the cost of continence products. The CPSS is administered on behalf of the state by the Department of Health and is delivered under contract with Independence Australia.
Eligibility
You are eligible for CPSS assistance if you:

- Have a defined chronic of intractable continence condition lasting form more than 6 months.
- Are a permanent resident of Western Australia.
- Are three years of age or older and deemed eligible under Continuity of Support Arrangements (CoSA) by the Department of Communities.
- Are 16 years of age or older, and hold a Pensioner Concession Card or Health Care Card.
- Are not residing permanently in an Australian Government funded aged care facility
Ineligibility
You are not eligible for CPSS assistance if you are eligible for continence products under one or more of the following state or federal programs:

- National Disability Insurance Scheme (NDIS)
- Australian Government funded Aged Care Support at Home
- Continence appliances or continence financial assistance through the Rehabilitation Appliances Program administered by the Department of Veterans’ Affairs.
- A compensation settlement where continence products are included.
Please note: If eligible, you may receive the Federal Government Continence Aids Payment Scheme (CAPS) at the same time as the State Government CPSS subsidy.
A product subsidy of up to $490 per year is available.
The funding is administered by Independence Australia and is reallocated annually, after re-assessment on the Anniversary Date of the initial assessment.
How to Apply
Visit your GP to organise a referral to the Continence Management and Advice Service (CMAS) from SilverChain – the nursing service that delivers continence management and advice at clinics throughout Western Australia. Specialist nurses provide assessment and advice on how to best manage and improve your bladder or bowel condition. The referral is available here.
Once a referral is received, SilverChain will evaluate your eligibility for the CMAS service and book you in for an assessment with a Continence Nurse. The assessment will be conducted either at your home or via phone depending on where you live.
How to order
Your CPSS funding can be used to purchase continence products prescribed to you by SilverChain, who will submit your order to Independence Australia.
Once Independence Australia receives your prescription from SilverChain, an initial order will be placed as per the referral request and delivered directly to your place of residence. As a client, once SilverChain has submitted your assessment, you can re-order at your convenience by contacting Independence Australia directly.
